The road and motor transport are a source of environmental pollution with oil products, heavy metals, suspended solids, dust formed during wear of car tires or pavement, anti-icing materials, etc. Traditional methods do not reduce the risk of exposure to pollutants, but only localize the maximum concentration of pollution in a conventional right-of-way. The overwhelming majority of motor roads are laid through agricultural lands, and pollution of soils and vegetation in the roadside strip will have negative consequences for people and animals. Some of the products of fuel combustion in engines do not decompose in the environment, while others evaporate and fall with precipitation, which is characterized by a change in pH [4, p. 116].
Analysis of the Technical solutions for the design of highways are regulated by building codes, and environmental requirements are also regulated. However, these regulatory documents do not regulate water disposal as a set of engineering and sanitary measures that affect the minimization of the negative impact of motor transport on the environment.
Objective of the work. To analyze the features of the use of local treatment facilities and filter cartridges in the construction of highways.

The relevance of this work is due to the fact that the period of the First World War and the food crisis itself, which was observed at that time in the Russian Empire, caused by a number of reasons and subsequently turned into one of the significant factors of politics, is important to study in order to further understand the problem of interaction between the state and Russian society at turning points in history. One of the main components of the social well-being of society and the state can be called the food issue, which evolved from food supply to a food crisis and, as a result, many circumstances of this process played a major role in the collapse of the political regime in 1917.
The purpose of this study, taking as a basis the historical-systemic approach and principles of systemicity, is to study the process of formation of food state public departments taking into account the hierarchy of internal connections and directions of their activities and to identify the cause of failures in the implementation of measures designed to resolve the food crisis during the First World War.
