Impact of Contingency Measures on Business

From 15 September, Portugal will enter a contingency situation due to the Covid-19 pandemic, with the implementation of preventive measures, with an economic impact on businesses. The metropolitan areas of Lisbon and Porto, where the risk of Covid-19 incidence is highest, will have specific containment measures.
Measures in force on 15 September
The Government has decided that, as of September 15, 2020, a contingency fusion database will come into effect throughout the country, as a preventive measure against the return to school and work and taking into account what is happening at an international level. These are the measures that will be implemented:

Maximum of 10 people together in establishments and on public roads (except if they are part of the same household);
Limit of 4 people in restaurants located in shopping centers or in establishments near schools;
Prohibition of the sale of alcoholic beverages in service areas or at fuel stations;
Ban on the sale of alcoholic beverages in retail establishments, including supermarkets and hypermarkets, after 8 pm ;
Prohibition of consumption of alcoholic beverages in outdoor areas of food and beverage establishments, after 8:00 pm (except during a meal);
Commercial establishments may only open after 10 am (pastry shops, cafes, hairdressers and gyms may be exceptions and open before this time);
The closing time of establishments must be between 8 pm and 11 pm , as per municipal decision, subject to a favorable opinion from the local health authority and security forces.
Measures that may impact offices in Porto and Lisbon
In addition to what has already been mentioned, the Government has also approved some specific measures for the Metropolitan areas of Porto and Lisbon, to avoid crowds on public transport:
Organization of work in mirror ;
Rotation scales between teleworking and in-person work;
Time differences (which include employee arrivals and departures, breaks and meal times).
In addition to all these measures, it remains mandatory to wear a mask in closed spaces (such as restaurants, offices and public transport), to maintain social distancing and to wash your hands.
