New solidarity SMS for donations of up to 6 euros

On November 22, 2013, the Ministry of Industry's resolution authorizing a new numbering range for charitable or solidarity campaigns of up to 6 euros was published in the Official State Gazette.Order ITC/308/2008, which regulates the numbering ranges for the provision of short text messaging and multimedia messaging services, already included a range for charity campaigns, 280xx, with a maximum cost of 1.2 euros. Solidarity SMS has been used since then with great success as a means of fundraising in cases of emergency and humanitarian crises. The recent Typhoon Haiyan in the Philippines is a clear example of this. Various NGOs have joined forces with operators such as Movistar , which sent an SMS to its customers requesting urgent help ( send HELP to 28014 *), and also with media outlets such as RTVE, which have carried out an awareness campaign on all their channels ( send DON'T to 28014 *).
The NGO sector had repeatedly requested that the Ministry create a new range for solidarity SMS and, after a period of public consultation, the 380xx range has been enabled , which will allow donations of up to 6 euros .
When can this numbering be used?
On December 9, the National Commission on Markets and Competition ( CNMC) published the start of the initial assignment procedure for the 380xx number. This initial period is 15 business days, and the various operators holding numbers for providing SMS services can now apply for the new numbers. The CNMC has a maximum resolution period of three months, but the decision will likely be made in less time. After the assignment, the numbers must be connected to the various access operators (Movistar, Vodafone, Orange, etc.).
The approximate schedule that we believe is most likely is:

March-May 2014: Connection of the new numbering and activation with access operators.
